“We have several short-term rentals in our central business district in Frankenmuth; and a few rentals spread out through various residential
neighborhoods. Our city studied best practices, met with the local Convention and Visitors Bureau, listened to public comment, and even met
with every licensed short-term rental and bed & breakfast owner before adopting a set of regulations. This planning ordinance was carefully
crafted, and in the three years this regulation has been in place, it has been working. It's disappointing that this bill would throw out years of
practical, local control in favor of a total free-for-all.”

“Grand Haven has been a lake shore destination since the 1880s, we understand tourism and commerce very well. We have a diverse
economy, and short term rentals have been part of our tourist industry for decades. The stability, and the sense of community, of our
historic and workforce neighborhoods are being undermined by unrestrained expansion of short term rentals. Our citizens understand
that their property rights, their investment in their private homes and civic life, are threatened by the constant turnover and frequent
nuisances. Ordinary citizens are being crowded out, and they are unable to compete for housing when existing homes become high-priced
mini-motels. Citizens demanded action to preserve their quality of life. We aren’t using zoning in an exclusionary manner, we strive to
have a variety of housing choices for residents, and we welcome people who wish to join our community. We are using zoning as it has
always been intended: to manage the tension between incongruous uses in a preventive manner, to avoid nuisances rather than react
to them with punitive enforcement, and to avoid driving neighbors into the role of complainants. The intent is to promote the common
good of the public, and the quality life of our people. That’s been our focus all along. With a great deal of local public input, we crafted
zoning regulations which accommodate the short-term rentals as an important part of our business community without disenfranchising
our year-round residents. The result is well suited to our city. We’re a home rule city and we firmly believe that we should have the right to
decide what works best for our community. We feel it’s essential for every community to be able to solve this problem locally to the
satisfaction of their local citizens.”

“Short-term rentals are a great thing for our visitors, but we want guests in our community to be safe. We’ve seen short-term rentals with
hazards like 25 occupants in a small home, no carbon monoxide or smoke detectors, beds in walk-in closets or other rooms with no
alternative way to escape, and gasoline and liquid propane gas stored in the basement. Unlike actual hotels, this proposed legislation would
limit our ability to make sure these mini-hotels are operating safely.”

“I’m in strong opposition to the current bills. This is really a one-size-fits-all approach, and it ignores home rule for municipalities.
Communities need the ability to develop tailor-made responses to the conditions and circumstances created by short-term rentals.
My city, Ferndale, is not a high tourist destination like many other cities in Michigan. We don’t even have hotel in our city. The city believes
these vacation rentals do have a positive impact in our community on tourism dollars and introducing more people to our business
community and what life is like in Ferndale. We started a short-term rental ordinance that was demanded by our residents to regulate
these rentals. I would support compromise legislation that prohibits communities from out-right banning short-term rentals, yet still give
municipalities the ability to regulate vacation rentals based on input from the community.”

“As a lakefront community, our economy thrives on visitors. Many of them prefer short-term rentals when staying here and we welcome
and support that. At the same time, we need the ability to balance the needs of vacationers with those who live and work here year-round.
Our concern is that when these ‘mini-hotels’ are allowed to operate uncapped and unregulated, the permanent housing stock of a
community can become hollowed out and diminished, which drives up housing costs for everyone.”

“We just want local communities to be able to reasonably regulate and avoid the dismantling of their neighborhoods. It’s very easy to say
this is about property rights, but we have to remember that neighbor has private property rights too. That neighbor who purchased that
lifetime home, to raise their family, and have their kids go to school, the place where they want to lay their head after work and next door,
weekend after weekend, there’s a party going on. We need to remember those neighbor’s property rights as well in this discussion.”
