Tim Morales joined the City of Saginaw team in 2009 as the Assistant City Manager for Fiscal Services and was promoted to Deputy City Manager/Chief Financial Officer in 2011. In 2013, the City Council appointed Tim as Interim City Manager; he was selected as the City Manager in 2014. Prior to working for the City of Saginaw, Tim worked in public sector consulting and County Government.

His primary responsibilities as Deputy City Manager/Chief Financial Officer were oversight of the Fiscal Services Department and Technical Services Department. As the City Manager, Tim is directly involved with policy implementation, strategic management, organizational development, and other duties associated with day-to-day operations.

Tim earned a Bachelor of Arts degree in Political Science from the University of Michigan, and a Master of Business Administration from Syracuse University.  He is a member of the International City/County Management Association, the Michigan Municipal Executives Association, and the Government Finance Officers Association.
