Joshua Mills is the City Superintendent for the City of Frankfort. He received his Bachelor of Science degree in Construction Management from Ferris State University in 1997. After spending three years in the Marine Construction industry, it was time to come back home to the community that has provided so much positive influence on him. Born and raised in Frankfort, Joshua was appointed as the City Superintendent in August 2000. Realizing that being the City Superintendent for the City of Frankfort may be his calling in life, it has become a continual goal to collaborate with stakeholders to enhance the overall environmental, social, and economic well-being of the greater Frankfort community. The current primary focus of the community is to continually enhance infrastructure and improve placemaking amenities, while creating new opportunities to achieve sustainable workforce housing for the community.

Joshua also provides Zoning Administrator services to the Village of Elberta, Lake Township, Blaine Township, Gilmore Township all within Benzie County, and Pleasanton Township in neighboring Manistee County.

When he is not collaborating to build a better community, he serves as a volunteer for numerous civic organizations. He also has coached football at Frankfort High School for the past 16 years.

Joshua is married to Kristine Esch, who is also a native of the Frankfort community. They have four children: Ethan (age 25), Jacob (age 22), Adam (age 19), and Owen (age 16). Each of their children are fourth generation students to go through Frankfort-Elberta Area Schools. Owen will graduate in 2026.
