James Freed – a 30-something – already has a decade of public and private leadership experience under his belt. In his general session presentation at Convention, he will share his unique perspective on the next 30 years of municipal government.
Freed’s career has included roles in the private sector as well as city manager positions in three different Michigan communities. Now, as City Manager of Port Huron, he provides leadership and oversees daily operations for this city of about 30,000 in Michigan’s thumb. His decade of experience in both the public and private sectors enables him to blend the needs of local government and the business community.
Freed has authored numerous papers on local public policy and its affect on international relations, social work, and the social and economic needs of rural and low income populations. He also has proven experience in economic development, community development, government administration, fiscal policy, grant writing, collective bargaining negotiations, project management, environmental protection, and constituent relations.
