Joshua J. Mills is the City Superintendent for the City of Frankfort, Michigan.

Joshua is a lifelong resident of Benzie County, Michigan, graduating from Frankfort High School in 1991. He completed his undergraduate study at Ferris State University in 1997, where he received an Associate’s Degree in Applied Science Degree in Surveying Technology and a Bachelor of Science Degree in Construction Management.

Prior to and after receiving his college degree(s) he worked in the Marine Construction industry where his duties as Project Engineer and Project Manager took him to projects all over the Great Lakes, Atlantic Ocean eastern seaboard and the Gulf of Mexico. In August of 2000 he was appointed as the Frankfort City Superintendent, a position he currently holds. The City Superintendent serves as the Chief Administrative Officer for the City. In addition to his duties associated with building community for the City of Frankfort, Mr. Mills serves on the Board of Directors for Housing North where he is the current Chair and for Great Lakes Housing Services. He also serves as the Zoning Administrator for the Village of Elberta, Gilmore Township, Blaine Township, Lake Township, and Pleasanton Township. Civic organizations that Mr. Mills is a member of the Friendly Frankfort Rotary Club and Frankfort-Elberta Athletic Association, among others. Mr. Mills also coaches football at Frankfort Middle/High School. Mr. Mills married Kristine Esch, also a native of Benzie County, on September 11, 1999. They have four children: Ethan (age 26), Jacob (age 23), Adam (age 21), and Owen (age 17). Ethan, Jacob, and Adam are fourth generation graduates of Frankfort High School. Owen will join them in 2026.
