Transportation Asset Management Council Policy for Collection on Roadway Condition Data on (Paved) Non-Federal Aid Eligible Roads and Streets

Since 2009, the Transportation Asset Management Council (TAMC) has been working with local road agencies to collect PASER data on the paved non-federal aid system. In 2009, the TAMC began a policy to annually budget to reimburse agencies for data collection of PASER data on up to one third of the State’s paved non-federal aid road system. Many local road agencies have taken part in this reimbursement program to the extent funds allowed. The TAMC is also aware of many local road agencies that periodically collect PASER data on the paved non-federal aid system without reimbursement from the TAMC.

The TAMC would like to request submission of paved non-federal aid PASER data that agencies may have collected for their own purposes. If a local road agency is currently collecting paved non-federal aid PASER data without TAMC reimbursement; the TAMC would like to kindly request submission of that data annually. Your submission of paved non-federal aid data, with or without reimbursement, allows the TAMC to have a better indication as to the status of the State’s paved non-federal aid road system. Data submitted before December 15th of each year can be included in the TAMC Annual Report.

The Transportation Asset Management Council Requests Nominations for its Organizational and Individual Achievement Awards

A primary objective of Michigan’s Transportation Asset Management Council (TAMC)
is to assist Act 51 agencies implement an asset management program for roads and
bridges under their jurisdiction. To this end, the TAMC has facilitated statewide
collection of system condition data, supported the development of tools and procedures,
and sponsored training and educational sessions in the practice of asset management.

To further aid Act 51 agencies, the TAMC has established the Organizational
Achievement Award to acknowledge those agencies that have incorporated the principles
of asset management and adopted an asset management plan to help guide their
investment decisions. In addition, the TAMC Awards Program provides agencies around
the state with excellent case examples to establish their own programs. All Act 51 road
agencies are eligible to be nominated for this award.

Additionally, the TAMC wants to recognize individuals providing outstanding support of
Asset Management and the TAMC. Nominees for the Individual Achievement Award can
include elected officials (state or local), support staff from state agencies, regional /
metropolitan planning organizations, county road commissions, local units of
government, the education community or other individuals involved in promoting
Michigan’s TAMC programs.

MDOT Makes Significant Upgrades to Act 51 Reporting Portal and the Investment Reporting Tool

The Michigan Municipal League would like to inform you that the Michigan’s Transportation Asset Management Council (TAMC) has made some significant updates to Michigan’s Act 51 Reporting Portal (MITRP) specific to completed project reporting requirements within both the Investment Reporting Tool (IRT) and Act 51 Distribution andReporting System (ADARS). Both systems can be accessed via this link: www.mcgi.state.mi.us/MITRP/.

The Michigan Department of Transportation (MDOT) and each local road agency has a responsibility to annually submit a report to the TAMC that includes, road and bridge projects anticipated to be contracted within the next three years and completed projects (open to traffic) for the fiscal year being reported. In 2006, the TAMC developed the Web-based IRT to facilitate the collection of project location information related to planned and completed projects for local agencies. In 2011, in an effort to gather meaningful cost information from local agencies, the TAMC partnered with MDOT to add an asset management page to the Web-based ADARS system. Unfortunately, this had an unintended consequence that caused many local agencies to have to manually re-enter duplicate project information into both systems.

This situation has been corrected and as of September 3, 2014, both the IRT and ADARS Asset Management page will be fully integrated to allow for the completed project information reported within the IRT to be automatically “synced” to the reporting categories within the ADARS page.

Initially, there will be a “soft” roll-out of this update for agencies with fiscal years ending on/after October 1, 2014 – September 30, 2015. During the roll-out MDOT will focus on training and educating local agencies on the project reporting process and you will still be able to submit Act 51 reports by clicking the “No Treatments to Report” button. However, on/after October 1, 2015, the TAMC will expect the project information requested in both the IRT and ADARS to be complete. Failure to report this information could result in non-compliance with Act 51 reporting requirements and funds withheld until such a time that compliance can be determined.
